Gafoor, in an interview to newsmagazine The Week, reportedly said some top officers refused to be on the ground during the attacks.
Sources said CM Ashok Chavan and Home Minister R.R. Patil were irked with Gafoor.
The government may take disciplinary action against Gafoor under the All India Services Rules [applicable to Indian Police Service officers].
Gafoor may be issued a notice soon and be asked to explain his statements. His reply will determine the action to be taken. Chavan refused to comment.
