The petition filed by advocate VP Patil said the blasts, being an attack on the Government of India, are not under the jurisdiction of local police and the present investigation by the Mumbai police is unconstitutional.

"There has been no attack in the US after the 9/11 attack, which shows if rules have the desire to check terrorism, they can. Our bureaucrats have no desire or efficiency to tackle such issues," the PIL states.

Patil also sought inquiry into the custodial death of Faiz Usmani, brother of an Indian Mujahideen member, suspected to have had a role in the blasts.
