Bicycle scam brewing in PCMC godowns, allege civic activists

Even as 1464 cycles are gathering dust, PCMC claims to have distributed 226 cycles.

A day after Hindustan Times reported that as many as 1,464 bicycles were gathering dust in a Pimpri Chinchwad Municipal Corporation (PCMC) godown for more than a year, civic officials claimed that they had begun distributing the bicycles since last month and had already distributed 266 bicycles so far.

Speaking to HT, PCMC’s social development officer Sambhaji Aiwale said,’’PCMC provides bicycles free of cost to high school and junior college students staying at a distance from their educational institutes under the ‘Nagar Vasti Vikas Yojana’. However, we are being blamed for not distributing the bicycles. We have so far distributed 266 bicycles and the remaining stock has been kept in the godown.

However, at least three schools had a different story to tell. Students from Kharalwadi High School and Kharalwadi Urdu School who were entitled to receive the free cycles said they were still waiting for their bicycles.

U.A. Kamble, headmaster of Kharalwadi High School said,’’Not a single student from our school has received a bicycle. We have been waiting for the bicycles,” he said.

A similar situation was reported by staff member Azar Shaik from the Kharalwadi Urdu school.

Activist Manav Kamble from Chinchwad said,’’PCMC has not distributed a single bicycle. Two students approached me last month regarding the bicycle issue. Officers are not taking proper follow -up of student while disturbing the cycles. They seem to have a number of reason for delaying procedures’’ .

Another social worker Maruti Bhapkar said,’’If PMC officials are claiming that they are distributing cycles then why do we see 1464 bicycles lying in dust in godowns? The mayor should look into this issue, he said.

“I want a detailed inquiry into this,” he said. Bhapkar demanded that the PCMC must scrap the existing scheme and launch a new one with a proper mechanism.


Under the backward classes welfare scheme of municipal corporation and women and child welfare scheme, free cycle is distributed every year to students of classes VI to XII. A total of 3,641 bicycles has been purchased in the financial year 2012-13 and 2014-15 under the plan, and 2,992 bicycles were distributed. However, 649 purchased cycles are still gathering dust. During the last two years, 5,768 bicycles have been purchased for women and child development scheme and 4,953 were distributed and 815 are in store room. A total of 1,464 bicycles under both the schemes are in the godown at Nehrunagar.
