Previous World Cup hosts have been chosen by a vote of the 24-member FIFA executive committee, however President Sepp Blatter proposed expanding the electorate to include all FIFA members.

The law change was passed by a margin of 176 votes to four, shortly after Blatter had been reelected to a new four year term following an acrimonious election campaign.

Blatter had earlier said the FIFA congress would choose World Cup host nations in future after being given a shortlist presented by the executive committee.
