There is something special about the date when P Chidambaram would present his next Budget on February 29. In the last 60 yrs of annual Budget-making, only on eight occasions has a full Budget been presented on February 29. For Chidambaram, it would also be a historic occasion as he would be presenting his 7th full Budget - two under the United Front Govt and the rest under the UPA government.
