Delhi gangrape: Govt sets panel to identify lapses, fix responsibility

With an aim to provide speedy justice to the Delhi gangrape victim and ensure safety and security of women, the central government on Wednesday announced the setting up of a commission of inquiry which will be headed by retired Justice Usha Mehra.
