Chief Minister of Jammu and Kashmir Omar Abdullah on Saturday defended the much talked about surrender policy for youth who had crossed to Pakistan or PoK for arms training, and then had a change of heart. This policy which has been approved by the union and stare governments after consultation with the Army and central security agencies, mandates that youths who had crossed over to Pakistan between 1989 and 2009 would be eligible for the rehabilitation scheme to resume their normal life after proper precautions.
