Onus on UPA for Parliament’s smooth functioning: BJP

The BJP and other opposition parties today continued to attack the central government over the coal scam. Senior BJP leader Rajnath Singh said it was responsibility of the UPA government to ensure smooth functioning of Parliament and Prime Minister Manmohan Singh should make first move in this regard.
