Russia just banned transgenders and homosexuals from driving. Here's why

New Russian road safety regulations bar transsexuals, transvestites and others with sexual "disorders" from driving, ostensibly for medical reasons. Some human rights activists say the new regulations are unconstitutional and likely to exacerbate an already hostile climate for the lesbian, gay, bisexual and transgender community. The resolution, posted on the Russian government's website at the end of December, lists a number of medical conditions that make some ineligible for driving, including "mental and behavioural disorders", as defined by the World Health Organisation. The WHO does not endorse the new regulation and is currently revising its international classification of diseases. The revised version is due in the year 2017.
