Polling stations opened at 7:00 am (0500 GMT), with voting to continue until 3:00 pm (1300 GMT) on the second and final day of polling.
The first day on Sunday saw turnout down by four percent from two years ago, when Berlusconi's nemesis, centre-left leader Romano Prodi, defeated him by a handful of votes.
