The Punjab Police probe into the recent Rs 130-crore heroin haul, on Sunday led to the seizure of 10kg 'Ice'-Methamphetamine--and 230kg raw material-Pseudophedrine--from which the drug 'Ice' is made.
'Ice' is a powerful, synthetic stimulant drug which is usually snorted or swallowed and is highly addictive.
Police claimed that at least five Chinese were also involved in this international drug racket that visited Chandigarh for "quality check" of the Ice drug and its raw material in 2010. The identities of the Chinese have been established and further action is being taken, police said in a press statement.
The 'Ice' as well as the raw material seized on Sunday was being exported to the UK, Canada and the Netherlands by the gang of narcotic smugglers now under police scanner through Kulwant Singh, a UK national, who was arrested from Delhi on March 19, police said.
The seizure comes in the backdrop of the March 7 recovery of 26kg of heroin from Canada-based alleged smuggler Anoop Singh Kahlon's house in Zirakpur, near Chandigarh. Police have recovered a massive quantity of drugs after arresting Kahlon who has also named Beijing Olympics bronze medallist Vijender Singh and his fellow boxer Ram Singh as clients.
So far 15 people, including two Canadian and a UK citizen, have been arrested in this case in which more than 25 other people are involved and are absconding. Police parties have been dispatched to UP, Delhi and Mumbai apart from to several places in Punjab for further investigation and to apprehend the absconders.
The police, quoting Kahlon, said the international retail price of 'Ice' is about Rs 5 crore per kg, while the price of raw material is about Rs 1 crore per kg. The drug and the raw material was seized from the vehicles of houses of three people identified as Satinder Singh, Avtar Singh and Ravi Deol, who are on the run.
"Police parties have been dispatched to apprehend them," a Punjab police spokesperson said.
From the premises of Satinder Singh alias Dhama of Panchkula, 3kg 'Ice' and 75kg of raw material was confiscated which was kept in an Innova vehicle belonging to the kingpin of the illegal trade Jagdish Bhola, a former wrestler-turned-Punjab police cop and now drug peddler, who is on the run. The police said that from the house of Avtar Singh of Sirhind in Patiala 2kg Ice and 65kg raw material which was hidden in a Scorpio vehicle belonging to the brother of Avtar Singh was seized, while from the premises of Ravicharn Singh alias Ravi Deol of Sangrur 5kg Ice and 90kg raw material was recovered during the ongoing probe.
Police said that at the centre of providing the raw material of Ice was a pharmaceutical factory at Meerut being run by retired UP DSP Kirpal Singh (under arrest) and his son Anuj (who is absconding). While the source of the seized heroin was Afghanistan-Pakistan, it was being procured by Jagdish Bhola, who is absconding.
The drugs (Heroin, Ice and Pseudophedrine) were being sent by this group of smugglers to the UK, Canada and Holland. Consignments were being sent both through Air cargo from Delhi and by ship from Mumbai, which was organised by Kulwant Singh and Paramjit Singh (both arrested). Inside the UK the drugs were being received by one Latif of Pakistani origin, who is an associate of now arrested Kulwant Singh (UK citizen), while in Canada Nirankar Singh Dhillon, father-in-law of Kulwant Singh, was receiving the drug. In Holland, police said, two persons identified as Sam and Garry of Punjabi origin and settled in Holland were part of the drug racket.
Deputy inspector general (counter intelligence) Ananya Gautam to be assisted by SP (D) Gurpreet Singh of Fatehgarh Sahib and the State Special Operation Cell, Amritsar, have been deputed to probe the international facets of the smuggling network and appropriately liaise with the UK, Canadian and Holland police.
