Jagga requested the adviser that the recommendation of the 12th report of the Administrative Reforms Commission (ARC) and other report of Ethics in Governance should be implemented in Chandigarh administration for improving the governance in city, which also included setting up of new institutional mechanisms to redress citizens’ grievances, improving accessibility to citizens by setting up units closer to people, simplifying procedures to reduce bureaucratic delays, etc.

He further maintained that it was clarified by the ARC that this was necessary and would certainly increase the efficiency in the administration and municipal corporation and would create more accountable, responsive and friendly governance in city.
