Chandigarh parking policy: MC picks Sector 35 for pilot project

As part of the project, all V4 (roads in front of the market), V5 (periphery roads within the sectors) and V6 (internal roads of the residential area) will be declared no parking zones and facilities for community parking will be made.

Though the UT administration had notified the policy in December 2020, it failed to implement it.

A senior UT official said, “There were some issues with the existing parking policy and now to implement it in true spirit, the MC has prepared a draft, which has been sent to the UT adviser, who will be calling a meeting of various stakeholders before the implementation.”

As per the draft, existing chunks of vacant land near service shops, school boundaries, green belts and another institutional land in Sector 35 A and B would be developed for night parking or community parking on payment basis. Other unused spaces will also be explored to accommodate the required demand.

The draft policy states, “To reduce and resolve the chaotic parking situation in all areas of the city and to implement the notified parking policy in true spirit, Sector-35 has been taken as a pilot project. Accordingly, a site inspection was done along with the traffic police department to find the ground realities. It was observed that there is an acute problem in residential areas, particularly for marla row housing and government housing, where people are parking their vehicles on the street and using the setback portion for gardening and plantation works.”

As per the records, in Sector-35 A and B, there are approximately 4,050 registered vehicles. As per the plan, there are 247 houses here.

The draft stated that spillover of remaining vehicles on the roads leads to congestion and curtails much-required space for pedestrians and movement of emergency vehicles.

Key features of new policy

Parking zone and spaces will be clearly defined and demarcated through appropriate signages.

Existing chunk of vacant institutional land in Sector 35 A and B to be used for community parking on payment basis. Other unused spaces will also be explored to accommodate the required demand.

Small vacant chunks available along service shops, parking areas outside school boundaries, and green belts will be allowed for night parking.

Smart parking solutions will be introduced in community parking for safety measures.

Long-time measures

Right of way on V-6 roads along marla-type houses only will be paved and estate services will be laid through ducting.

Underground parking will be created beneath existing surface parking of commercial area to accommodate demand of residential area.

Creation of underground parking beneath large green spaces to be explored

Priced short-duration On-street parking will be introduced on V-4 road where adequate space is available, where pick up and drop facility will be prioritized over parking facilities.
