NAINA protestors hold massive bike rally to intensify stir

The Project-affected villagers of NAINA have started to intensify their opposition to CIDCO’s NAINA policy. The villagers held a massive bike rally on Thursday to CIDCO Bhavan in CBD Belapur from Panvel, to press home their demand for cancellation of the NAINA scheme.

Following a meeting called by NAINA Prakalp Badhit Shetkari Utkarsh Samiti, earlier this month, after the successful `Gaon Bandh’ chain protest in the affected 23 villages, the villagers had decided to resort to rasta roko agitation at several places on Mumbai-Pune expressway and other highways, organize a bike rally, raise the issue in the assembly and also take legal recourse.

As the special planning authority (SPA) appointed by the state government, CIDCO is implementing a sanctioned Interim Development Plan for 23 villages of Navi Mumbai Airport Influence Notified Area (NAINA) with 11 Town Planning Schemes (TPS).

The villagers of Panvel taluka are opposed to CIDCO’s scheme of land pooling by villagers wherein CIDCO gets to keep 60% of the land for infrastructure development and the PAPs get the remaining 40% with 2.5 FSI. CIDCO does not have to pay any monetary compensation to the villagers.

Speaking at the bike rally, former MLC and PWP leader Balaram Patil said, “Thousands of us have assembled today through the bike rally to condemn CIDCO and Maharashtra government for its policy and to demand the scrapping of NAINA plan.”

He stated, “We have been opposing NAINA since it was introduced 10 years back. We have protested and complained at every platform be it the state assembly, the cabinet, to the chief minister, deputy chief minister, Raigad guardian minister, urban development minister, everyone. There have been several agitations by thousands of people, but no one is responding.”

Declared Patil, “Today’s bike rally protest has been held by the villagers to send a very strong message to the government of our mindset and determination.”

Demanded Patil, “The government should cancel the present NAINA scheme and come up with another option whereby we can take our decisions. We too want development but it cannot be at the cost of our land being taken by CIDCO for nothing and it getting to decide how it is to be developed.”

Warned Patil, “We will give a notice to the government today and meetings with the concerned officials. There will be much bigger protests in the days ahead if our demand is not met. We have no other option.”

Said Shiv Sena (UBT) leader Baban Patil, “Earlier our land was taken for development of Navi Mumbai by CIDCO for 22,000 per acre. Now CIDCO is selling it for lakhs of rupees. It is yet to give us all our compensatory 22.5% land. What has been given is in controlversial locations no one wants. Hence we do not trust CIDCO.”

He added, “Now it is a question of so many villages. We are not against development but it is a question of the future of our people.”

Declared Patil, “We are disciples of Balasaheb Thackeray. We have held successful agitations earlier too and will not back out this time either. We know how to get our demands fulfilled.”

Said Krishna Patil 58, a villager, “They are taking our 60% land and for the remaining levying betterment charges. They only want to mislead us. We will not allow this exploitation. This land has been handed over to us over generations which CIDCO wants to usurp. We will teach CIDCO a lesson.”

CIDCO has not responded to request for comments on the protest.

CIDCO’s NAINA plan

The Government of Maharashtra, with the purpose of the planned development of the surrounding area of Navi Mumbai International Airport (NMIA), appointed CIDCO as Special Planning Authority (SPA) vide the notification dated 10/01/2013 for NAINA project comprising 256 villages of Raigad District and 14 villages of Thane District encompassing about 560 sq.kms. Later, with the appointment of MSRDC as SPA for few villages vide the Government Notifications, the scope of NAINA Project has been now limited to 224 villages encompassing 474 Sq.kms. CIDCO with the advice of GoM has decided to implement the project through Town Planning Schemes (TPS).

CIDCO has proposed the development of NAINA on 372 sq. km. of land from 174 villages of Thane and Raigad districts. The project is based on the principle of land consolidation.

The development of 23 of these villages mentioned in the layout of the approved Interim Development Plan will be done through 11 Town Development Plans (TDP). Land owners coming under town development plans will get 40% developed plot from their original land at 2.5 FSI. CIDCO will develop roads, playground, schools, gardens, growth centres, etc. facilities over the remaining 60% land. Land owners will get 40% of their land, even if the land is affected by any reservation.

This development aims to develop a sustainable city with residential, commercial, educational, and all other basic civic facilities.

CIDCO is developing dedicated sectors like Medi City, Sports city, edu city, Research and Development zone, Eco-tourism, Entertainment, etc. This will attract national and international investments in the city. The city will be connected with the help of highways, suburban railways, and the metro. This will facilitate the growth and development of business and economic projects in the NAINA area. In order to help the future development of the NAINA area, guidelines from the UDCPR are being adopted to facilitate the ease of doing business in the area.
