NEW DELHI: After the Bulandshahr gangrape and robbery, Delhi culture minister Kapil Mishra on Wednesday called for a law for ‘publicly’ killing rapists, saying they should be treated as ‘terrorists’.

He called for the need to give arms training to women and liberty to kill rapists.

The AAP minister made the comments in his blog even as he wrote to Union law minister DV Sadanand Gowda, requesting him to ensure the government should amend laws to give death penalty to rapists and those convicted of acid attacks against women.

Mishra said that in the last one year, 450 minor girls had been raped in the capital. “I have been against death penalty for a long time, but I want to say that rapists are terrorists and they should be treated like one,” he said.

“...give arms and arms training to all girls and women. Let them kill those who try to rape them, let them kill their rapists. Give exemplary punishment — speedy and exemplary. For example, Parliament should pass a special law following the Bulandshahr incident and rapists should be killed publicly,” Mishra wrote.

“If we can’t protect them, at least let them protect themselves. Give arms and arms training to all women. Let them kill those who try to rape them,” said Mishra.

Mishra, who re presents Karawal Nagar, said age bar for trying a rape accused should be done away with while dealing with sexual offenders as “if one is old enough to rape, he is old enough to be punished like adults”.

He demanded that identity of criminals who have raped or sexually harassed a female should be made public.

“The burden of the crime should fall on the criminal and not the victim.”
