To tide over the problem of staff crunch, MCD has decided to hire more people on contract basis. The Municipal Corporation of Delhi (MCD) has drafted a proposal keeping in mind the need for more manpower.

The MCD commissioner has approved the proposal making it mandatory that contract employees should be paid emoluments or benefits in such a manner that they can attract efficient workers. According to MCD officials, poor emoluments are a major hindrance in retaining contractual workforce.

A large number of employees, including doctors, veterinary doctors and teachers, among others, are engaged on contract basis by various MCD departments.

The move is expected to help fill the posts faster, as the process of employing people on a permanent basis is time-consuming. At present, however, there is no uniform policy or pattern being followed for making payments to these employees, apart from those in high-ranking positions, such as doctors, who are paid at par with permanent doctors.

“To bring in uniformity, it has been proposed that employees of ‘C’ and ‘A’ categories — such as teachers and paramedical staff — should get emoluments that are equivalent to the minimum of the basic pay scale of the post concerned,” said a senior official of MCD.

The matter will now be placed before the Standing Committee for approval.
