"A large number of dogs in the city are not registered though legally they should be. The corporation must conduct a door-to-door survey for dogs and check whether they are registered. The owners must also pay a licence fee," Manoj Tyagi, a councillor said.

According to Tyagi, since buffalo owners are already being charged licence fees, other pets should also be included.
