"This is a legitimate propaganda on the achievements of the government and are issued by the ministries and the departments concerned," party spokesman Abhishek Singhvi told reporters in New Delhi.
He took a dig at the previous BJP-led NDA government claiming it had spent crores of rupees from February to May 2004 when "India Shining campaign was unleashed on hapless India".
Asked why the photographs of party President Sonia Gandhi were being displayed in the advertisements, Singhvi retorted, "she is the chairperson of the UPA".
