The reason, as Gupta sees it, is to make the man on the street feel comfortable with the men in khaki. He says they should come unafraid and offload their tales of anguish to the police chief himself - even if it's against his "boys".

Gupta said there are many complainants who think that they've got a raw deal from the police.

"This is their chance to tell me who it was and what he or she did or didn't do."

"I will personally be all ears - between 12 noon and 1.30pm - and anyone who wishes to interact with me will have the liberty to do so," Gupta told Hindustan Times.

The Capital's police chief said he had noticed that everyday, scores of people came to the headquarters to lodge complaints to officers to expedite the pace of police work on their cases.

"If I meet them, not only will their complaints be forwarded immediately to the officer concerned, but they will also have the satisfaction of having met the police chief," he said.

And with the boss opening his door wider, can the lower functionaries - down to the assistant commissioner level - be far behind? They will also have to talk to the people of not exactly their choice.

"The ACPs will have to be at a designated police station everyday from 3.30pm to 5.30pm. Their visit schedule will have to be displayed prominently at each police station," said Gupta.

The police chief said this would ultimately help reduce the number of complainants at the chief's durbar "when complainants get used to interacting with the local officers. Once this starts happening, I will be assured that the quality of policing in the city has improved".
