"It is the same position of the Prime Minister... Unless Pakistan dismantles terror infrastructure, it is difficult to create an atmosphere (of talks)," party spokesperson Jayanthi Natarajan said when asked whether the position of the government and the party had changed on the issue of talks with Pakistan.
Singh, who was on a 2-day visit to Jammu and Kashmir, had reached out to Pakistan yesterday saying there were no pre-conditions for talks, but they cannot make headway unless there is "effective control" of the terror groups operating in that country.
