Parliament Monsoon Session Highlights: Both Houses adjourned

Rajya Sabha Highlights: The Delhi Services Bill has been passed in the Rajya Sabha. The bill aims to replace the ordinance governing transfers and postings of senior officers in the Delhi government. AAP's Raghav Chadha earlier criticized the bill during a spirited debate in the Rajya Sabha, calling it a "political fraud" and a "constitutional sin" that would lead to an administrative logjam. The debate highlights the ongoing political tensions between the ruling BJP and the AAP in Delhi.

Days after the Delhi services bill was passed in the Lok Sabha, Union Home Minster Amit Shah moved the Government of National Capital Territory of Delhi (Amendment) Bill, 2023 in Rajya Sabha on Monday.

The Bill, which replaces the Ordinance over control of bureaucrats in the Delhi government, was passed by a voice vote on Thursday amid a walkout by newly formed Opposition bloc the Indian National Developmental Inclusive Alliance (I.N.D.IA). The Aam Aadmi Party (AAP), which has been seeking opposition parties' support against the Ordinance, had issued a three-line whip to its Rajya Sabha members, asking them to be present in the House on Monday and Tuesday. The Congress had also issued a three-lined whip to its MPs asking them to be present in the Upper House till its adjournment on Monday.

Floor leaders of I.N.D.I.A met at the office of Leader of Opposition in Rajya Sabha Mallikarjun Kharge in Parliament on Monday morning to chalk out the strategy for the floor of the House.
