HIGHLIGHTS: The death toll in the Delhi building collapse has gone up to five after another injured succumbed at AIIMS on Sunday evening following the collapse of multi-storey PG building in Delhi's Satya Niketan. Around 40-50 students are feared trapped under the rubble as rescue efforts are underway at the site with teams from DDMA, NDRF, Delhi Fire Services, Delhi Police, MCD, CTS and Civil Defence involved in the operation on a "war footing," according to chief minister Rekha Gupta.

Meanwhile, some 11 students have been rescued from under the rubble and admitted to nearby hospitals. Two of the students, admitted to the AIIMS trauma centre, are in a critical state, the hospital said.

Deputy commissioner of police (southwest) Amit Goel said that a first information report (FIR) has been registered against the building owner Hariram and others under sections 105 (culpable homicide not amounting to murder), 290 (negligent conduct with respect to pulling down, repairing or constructing buildings), and 125 (act endangering life or personal safety of others) of the Bharatiya Nyaya Sanhita (BNS) at the South Campus police station.

Police said that a PCR call regarding the incident was received at South Campus Police Station at around 1:34pm.

A police official at the site, later cited preliminary inquiry, around 40-50 students are suspected to have been inside the building at the time of the collapse.

According to locals in the area, the collapsed building was a boys' PG. An eyewitness reportedly told news agency ANI that the five-storey building was called "Hostel Daze", a dedicated boys' PG.

"The adjacent building also collapsed... All the students in their rooms were trapped under the rubble. We will only know the exact number of trapped students by checking the registration records," the eyewitness told the news agency. He added that many students have suffered severe injuries, adding that rescuers are working to pull them out with great difficulty.

Students in the vicinity claim that, since it was Sunday, most students would have been inside the building at the time of the incident.

Delhi building collapse LIVE: MCD orders demolition of dangerous Satya Niketan property

The MCD has ordered the demolition of Building No. 13 in Satya Niketan, declaring the property unsafe and dangerous to occupants, passersby and nearby residents.

The owner has been given three days to comply. If the order is ignored, the MCD will carry out the demolition and recover the expenses as tax dues.

Anmol Yadav, whose friend Neeraj was trapped in the Satya Niketan collapse, said, “My friend Neeraj called us saying that he is trapped here.” He said Neeraj was pinned down from the pelvic area and remained trapped for nearly two hours.

Delhi building collapse LIVE: Before the rescue agencies arrived, students and locals dug through the debris of the collapsed PG in south Delhi's Satya Niketan on Sunday, and formed a human chain to remove the rubble piece by piece in the hope of reaching those buried underneath.

The collapse, which took place at around 1.30 pm, turned a narrow lane near Delhi University's South Campus into a site of frantic rescue operation. Students rushed to where the building stood only minutes ago, many looking for friends and juniors who lived in the five-storey building, while locals began pulling away whatever they could with their bare hands.

"We heard a very loud rumbling sound and suddenly the chairs we were sitting on started shaking. It felt like an earthquake. Then we saw a huge cloud of dust moving towards the right," said Abhishek Mishra, a first-year student at Delhi University's Law Faculty, who was near the building.

"Everyone started running towards the building. There were a lot of students and locals at the spot. We all pitched in and started removing the debris," he said.

Students and residents began passing the smaller pieces of debris from one person to another, as they tried to create space for people to enter the wreckage. "We formed a human chain because there was so much rubble and it had to be cleared quickly," he added.

They removed plates, plastic bottles, broken pipes, toilet parts, chunks of concrete and twisted iron rods by hand.

JCB machines was brought in to clear the heavier rubble, but students continued to help, picking through parts of the rubble that could not be shifted mechanically.

"I knew many of the students who were staying there. That is why when the building collapsed, students from around the area immediately came out. Nobody was standing there waiting to be told what to do. People just started helping," he said.

According to officials, the MCD has evacuated tenants from the building housing a girls' PG adjoining the collapsed building and sealed it.

The five-storey structure, which housed a boys' hostel, was a nearly 30-year-old G 4 building constructed on an area of around 55 square yards in a resettlement colony where permission was granted only for a G 1 unit, a senior MCD official said.

The official said the collapsed building violated norms and was only allowed to build a ground floor plus the first floor.
