HC quashes appointments of four Haryana chief parliamentary secretaries

A division bench of the Punjab and Haryana high court on Wednesday quashed the appointments of four Haryana chief parliamentary secretaries (CPSes).
The CPses include Shyam Singh, Bakhshish Singh Virk, Seema Trikha and Kamal Gupta. The appointments were challenged by a high court lawyer on the ground that Constitution does not permit them.
The appointments were made in July 2015. Earlier, two dozen appointments made by the previous Parkash Singh Badal-led government in Punjab were quashed by the high court in August 2016. The PIL challenging these appointments was filed days after the Manohar Lal Khattar government made them.
The judgment came four months after a high court division bench reserved the petition for final order on April 3. The detailed order is awaited. However, the high court gave a relief of three weeks for the operation of the order on the state’s request.
