Admn, Bismil committee lock horns over land

THE PT Ramprasad Bismil Memorial Committee has accused the district administration of converting land adjacent to the Bismil Park into freehold property in violation of court orders.

Claiming ownership of the land, the committee said the administration was planning to hand over the land to one Sabzposh family. The family had earlier held the lease for the land till the 1960s.

Committee president Shyamanand and secretary Vinod Kumar Tripathi claimed that government orders on converting land belonging to the Ramprasad Bismil Park into freehold property were being overlooked.

Talking to mediapersons, Shyamanand said the court had rejected an affidavit filed on behalf of Syed Qazim Ali Sabzposh by his supposed successor, but the DM had recognised him as true successor of Sabzposh.

He said the Registration Department did not provide copies of registration papers, despite several reminders. He claimed that the Ramprasad Bismil Committee was the legal owner of the land. They said as per norms, the district administration should first approach Bismil Committee members for purchasing land. If the members declined the offer, then open tenders should be floated.

Members of the committee have handed over a memorandum to the President of India, the Prime Minister in New Delhi and the chief minister, drawing their attention to the decision of the district administration.

Committee secretary VK Tripathi said the land was given to the family of Syed Qazim Ali Sabzposh on lease in 1930 for 35 years. The lease expired on 1965.

The lessee did not request revision of the deed and in 1967 the lease was cancelled due to a lack of a proper succession certificate.

He claimed in 1978 the then district magistrate RP Singh had merged the land with the property of the municipality. It was said that the land could not be made freehold in favour of any person, or committee.

However, in 1991, when the municipality was converted into a corporation, it gave its consent to the district administration to convert the land into freehold property for Rs 2.49 crore. But, the district administration allegedly ignored all these facts and settled the matter as a dispute of the Sabzposh family.
