In light of U N Secretary-General Kofi Annan's failure to secure any commitment from Iran's leaders to stop enriching uranium during a trip to Tehran, Steinmeier said the meeting between the EU's Javier Solana and Iran's Ali Larijani this week seemed unlikely to succeed.

"We must remain skeptical that this will work," he said at a conference in Berlin. "If not, the road to the U N Security Council will be unavoidable."
