State chief electoral officer Sumita Misra said R45 lakh had been earmarked to implement the scheme. She said the helpline will function from 8am to 8pm from Monday to Saturday. The service will be web-based. Initially, three seats in BSNL will be set up.

These will be increased, depending on the response it receives before the next election. A common code '1965' has also been allotted to Haryana for this purpose by the election commission of India, she added.

Misra said BSNL would send bulk SMS to voters.

It would send SMS at least twice or thrice a year to all mobile holders in the state.
