With no let up in the flood threat in Bihar's Kosi belt due to the landslide in upper reaches of Nepal, six out of the eight districts have opened 76 relief camps to provide shelter and relief to people in the event of an unregulated release of nearly 27 lakh cusecs of water from the Himalyan kingdom, which could cause huge devastation in the region.
While the chief secretary on Sunday ordered the closure of all schools in the districts till there was a complete let up in the situation, concerned district magistrates have set up 21 relief camps in Supaul, 28 in Saharsa, 22 in Khagaria, two each in Madhepura and Bhagalpur districts and one in Madhubani so far.
Though the closure of schools serves primarily as a pre-emptive measure, particularly after the high alert and government order for evacuation of people and livestock living along the embankment, it also serves an important purpose of housing relief camps in those schools that are located on higher gradient. In Purnia and Araria the sites for relief camps are being earmarked.
In Supaul, the most vulnerable district in the event of a possible breach in Kosi embankment, three companies of NDRF have already been deployed. District magistrate LP Chauhan said that the administration has urged inhabiting those the villages along the embankment to evacuate and take refuge on the high points of eastern and western embankment.
Chauhan said 90 government and 245 private boats have been put on alert to help people evacuate in event of their being trapped. Proper arrangements for food, water and medicine have been made along with toilet facilities, he said.
Supaul has been made the headquarters to oversee the rescue and relief operations that might be needed in the eight districts. Three NDRF company has also been deployed in Madhepura district, while two has been deployed in Saharsa.
Seven companies of State Disaster Response Force (SDRF) are being deployed in other districts than these.
In Araria, 119 high places have been identified for moving people to safety in the 97 blocks that have a history of being affected by floods.
District magistrate Narendra Kumar Singh said that 83 boats have been roped in, while a team of 43 doctors have been formed to meet medical emergencies and epidemic.
Experts have identified four places where the gushing water might hit the Kosi embankment in Bihar.
