UNLIKE USUAL mode of recruiting youths for militant organization, Salar had established gang of dreaded criminals, declared absconding in the police files of various states. Being a hardcore sharpshooter himself, Salar used to induct criminals initially as gang members and later engage them in militant activities.

The details collected about the UP chief of Lashkar-e-Taiyyaba (LeT) revealed that Salar had secured a significant position in the organisation and become a strong contender for number 2 rank. Since he had established potent centres of LeT in Bihar and UP he was asked to shift his base to the headquarters soon.

A premier intelligence agency had alerted Bihar top cops about LeT centre based in Patna. This centre was established by Iftikhar. Salar had recruited Iftikhar, Shariq, Mushtaq and Sajid in a meeting held at Aligarh four years back. The newly inducted members were sent to Pakistan for training and, except Shariq who was killed by army men at Kashmir border, all had returned to India as trained LeT lieutenants.

The details revealed that Iftikhar was still engaged in terrorist activities and was running a coaching institute in Gaya, Bihar.

Besides orchestrating militant activities for LeT, being chief of UP chapter, Salar also masterminded several kidnappings for ransom and contract killings. Devoted to the militant organization, Salar used to execute these heinous crimes just to help provide luxurious life style to his gang members. This used to reinforce bonding of gang members for Salar and the organisation both.

Salar and his gang had kidnapped businessmen in Tundla, Agra and had collected a ransom of Rs 22 lakh in 1997. In the same year the gang kidnapped four traders from Etah for a ransom of over 50 lakh.

Before the intelligence agency put his movement under surveillance Salar was staying in Agra where he had raped and subsequently killed a minor girl a few years back. Later, he shifted to the house of a hardcore gangster, Ilayraja, in Agra. The details also revealed that Salar had eliminated a Swiss national and an Indian accompanying the foreigner. The bodies were buried in a house on Mall Road, Agra, taken on rent by Salar.
