An example of this can be taken from the Master Plan Book which has mentioned the width of a road as 24 metres but during physical verification the same road is found to have been reduced to 25 to 40 per cent of its width. There are various such examples.

This is not the only shocker. Commercial roads as per the Master Plan are nearly non-existent. This has caused a colossal loss of revenue to the ADA running into a loss of nearly 300 crores since 1967, say insiders. Sources said, all this has also disturbed the infrastructure of the city.

In case of construction of a four-storeyed and above residential complex the maximum height from floor to ceiling of the ‘stiltless type construction’ (parking) should be 2.60 metres. This is not to be counted in the floor area ratio. Relaxation in the set back rules will be accorded as per the height of the building. But there will be a check on its maximum height.

In case the building comes under the airport, heritage zone etc., space for park and landscaping will have to be compulsorily provided as per the area of each flat.

Besides, the stiltess type of construction meant for parking, the builder will have to provide 0.1 hectare as open space per 1,000 residents.

With the increase in number of residents beyond 1,000, open space area will also have to be increased. Landscaping is a must in a sanctioned plan along with 50 trees in a building which accommodates 1,000 persons. Park is not a must in a group housing which comes upon an area less than 3,000 sq mts but it becomes compulsory in case the building has been constructed on land measuring more than 3000 sq mt area.

A multiplex cannot be constructed on less than 4,000 sq mt area. The road in front of such a building has to be 24-mts wide.

Three cinema halls are a must in a multiplex.

Seventy per cent of space in the constructed area is permissible for the picture halls while commercial activity is allowed in the remaining area.

Out of the 4,000 sq mt, multiplex can be constructed on 40 per cent of the land while 60 per cent of the area will have to be left as open.

Ten percent of construction against the sanctioned plan is compoundable and not beyond it. In case of any other dispute regarding compounding the ultimate authority is the chairman of development authority. The front setback of a multiplex is pegged at nine metres while in the case of rear setback it is six metres.

Parking has to be towards the 24-metre wide road. Provision of circulating space in the parking is also a must and this space must be in the area of the multiplex.
On every 100 sq m provision of 1.50 sq m equivalent car space is a must. The area of equivalent car space is 13.75 sq m. Space for drive way and car turning will be provided extra.

Fifty per cent of the open space can be used in providing parking and making roads.

Landscaping is a must in the remaining space. Space used in construction of servicing centre and storage in the basement cannot be added in the floor area ratio. But a visit to any of the above construction sites is enough to prove that all that is written is far from reality.
