Prime Minister Manmohan Singh on Saturday sought states support for 'difficult' policy changes for attaining ambitious albeit feasible nine per cent growth during the 11th plan, saying agriculture sector was in crisis and there were 'major constraints' on the infrastructure front.

"There are major constraints we have to overcome, many of which require difficult policy changes by the Central and state government," Singh said inaugurating the 52nd meeting of the National Development Council for approval of the Draft Approach Paper to the Eleventh Plan.
