UP budget 2018: SPOT to give more power to ATS against terror

Government allocates Rs 35 crore for the purchase of equipment for special police operation team(SPOT) special police operation team.

Tabling the budget for 2018-19 in the legislative assembly, UP finance minister Rajesh Agarwal on Friday said the government was committed to neutralising terrorist activities in the state.

“The government is raising a special police operation team (SPOT) within the anti-terrorist squad (ATS) to meet the challenges of the terror groups active in the state,” Agarwal said.

The state government has allocated Rs 35 crore for the purchase of equipment for SPOT and Rs 15 crore for salary and other heads.

“The ATS officers will train the personnel of special weapon and tactics (SWAT) deployed in the districts to counter terrorist activities. Policemen deployed in counter-terrorist operations will be imparted intensive training,” Agarwal said.

“For the security of women, the government has increased the capacity of ‘181 Women Helpline’ from 6 to 30 networks. Women will get round-the-clock service from the helpline,” he said.

Stressing that the government is working without discrimination Agarwal said special counters had been set up for registration of FIR. He said the aim was to create a society free of any fear.

“The legislative assembly passed the UP Control of Organised Crime Bill (UPCOCB) in the winter session but the legislative council referred it to the select committee. Once enacted, UPCOCA will prove to be an important tool to control organised crime,” Agarwal said.

“After coming to power in March last year, the BJP government constituted an anti-Romeo squad for the security of women and girls. The squad has been effective in providing security to women. The anti-land mafia team has freed the government land from the clutches of land sharks,” he added.

He said the state government had decided to purchase 673 vehicles to ensure quick movement of the police force. Each police station will get two new vehicles.

An allocation of Rs 9.50 crore has been made to strengthen policing during Kumbh-2019 in Allahabad.


Besides setting up ‘gaushalas’ (cowsheds) in 12 prisons, the government has decided to illuminate jails with solar energy. The state government has allocated Rs 10 crore for the installation of solar energy-based power plant in jails. The state government has also decided to construct additional toilets in all the prisons.


In view of the visits of chief minister Yogi Adityanath to Gorakhpur and movement of VIPs in NCR region, the government has allotted Rs 58.55 lakh to strengthen security arrangements for VIPs in Gorakhpur and Ghaziabad districts. An allocation of Rs 641 lakh has been made for the purchase of 14 vehicles. An amount of Rs 50 lakh has been allotted to collect intelligence inputs for the CM and VIPs.


Fire-fighting services will be strengthened in rural areas. The state government has allocated Rs 20 crore for the establishment of fire service station in 130 tehsil headquarters. The fire department will purchase vehicles, equipment and gadgets.
