The Maharashtra Coastal Zone Regulation Authority had failed to apply the Coastal Regulation Zone 1991 in case of Adarsh.

The norms stipulate that it is the job of the state CRZ authorities to ensure that no project comes up in the areas without their approval.
For this, they will have to demarcate high tide line and vulnerability line and inform local municipal authorities. In case there is any deviation, prior approval will have to be taken from the ministry.
