The Observer Research Foundation (ORF), an industry think tank in a report titled, “Second Airport: What Mumbai Must Learn from International Experience” released on Friday said that the government should plan an airport with the capacity to hold at least 100 million passengers.

The proposed airport at Panvel, that is stuck in deadlock for massive environmental violations, would have capacity of handling only 40 million passengers.
