Approvals for industrial building maps in Noida to get simpler

Under the plan, the authority will give instant approvals for new big industrial project building plans. However, it will focus on the scrutiny during construction of the industrial building.

The Noida authority is likely to simplify the process of approving building layout plans of industries to end corruption and improve ease of doing business, officials said.

“Any official delaying approvals of industrial building layout map approval will be suspected to be engaging in corrupt practices. We want to ensure instant approval of industrial building plans in Noida, Greater Noida and Yamuna Expressway areas to encourage industrial development,” said Alok Sinha, UP principal secretary for industrial development department and chairman of Noida authority.

Under the plan, the authority will give instant approvals for new big industrial project building plans. However, it will focus on the scrutiny during construction of the industrial building.

On April 20, Sinha directed the authority staff to instantly approve building layout maps of industrial plots above 1,000 square metres. “The new policy, if approved in the upcoming board meeting scheduled for June 2, will enable an applicant to get instant approval of a building layout on a plot of above 1,000 sqm,” an authority official said.

Until now, the authority used to take three to six months to approve building layout maps of industrial buildings over 1,000 sqm.

According to officials, the authority used to give approvals for layout maps on industrial plots smaller than 1,000 sqm. Private architects had to submit the building layout maps to the authority’s planning department, which would subsequently approve the layout. However, it was observed that the authority did not monitor construction of these buildings due to which many unauthorised structures have come up, sources said.

In 2006, the authority had started the policy of deemed approval in which a private architect was authorised to submit a map for an industrial plot smaller than 1,000 sqm or for residences on earmarked land.

“The onus is also on private architects. Those submitting a wrong map are liable to face legal action,” said Sinha.

“Now, the chairman has instructed us to receive the layout map and allow construction at the site, irrespective of the size of the plot. However, we have been asked to carefully monitor and scrutinise the construction regularly to ensure that building by-laws and other norms are not flouted,” an official said.
