Grand Theft Auto 6 faced multiple delays before Rockstar settled on November 19, 2026, as its official release date. Reports have suggested that one of the factors behind the postponements was the production challenge of creating the game's massive population of non-playable characters (NPCs).

A recent Edge feature highlighted the considerable work Rockstar has invested in developing the population of Leonida, with the studio placing significant emphasis on meeting its ambitious standards for the game's world.

GTA 6 NPCs get unique personalities

Background characters in most games are typically generated through procedural systems, often leaving them with similar behaviors and limited individuality.

However, instead of depending primarily on procedural generation, Rockstar took a more personalized approach to NPC development, working with a Los Angeles-based team of writers, directors and producers to give individual characters distinct identities.

The studio reportedly developed around 600,000 animations, while pedestrians across Vice City were assigned personality traits that influenced their reactions. Factors such as their temperament, level of aggression, surroundings, previous observations and the player's interactions with them all helped shape their behavior.

Rockstar reveals NPC development approach

Rob Nelson, co-head of Rockstar North, explained that developing the NPCs required the team to constantly consider the different ways characters might react in various situations. This included exploring how many pedestrians might become hostile, reach for weapons or attempt to challenge the player.

"Who's going to be aggressive? How many people are going to go for a weapon? How many are going to test me?" Nelson outlined the questions that guided the development process:

Meanwhile, Rockstar North's head of development, Aaron Garbut, stressed that the studio was unwilling to lower its standards or take shortcuts while building the game.

"We can't just trot out something that's what people might expect, or that was the easy thing to do," he noted. "We've not compromised on the scale, the detail, the interactivity, the story, the open world," Garbut added.

Rockstar initially planned to release the highly anticipated title in 2025, targeting an autumn launch window. However, the studio later pushed the release into 2026, with May 26 announced as the revised date before another postponement shifted the launch to its current November 19, 2026, schedule.
