British Prime Minister Gordon Brown proposed on Monday in New Delhi to turn the International Monetary Fund into an independent watchdog against financial turbulence. Supporting India's bid for a permanent UN Security Council seat, Brown called for creation of rapid response teams of police and experts, which could move quickly to restore order and begin rebuilding after conflicts.
