Dalits, minorites are victims of disparity: PM

Inaugurating the international conference to discuss the issues and problems of the dalits and minorities, Prime Minister Manmohan Singh said inspite of the large measures being taken by the government; Dalits, tribals and minorities are still the victims of disparity.
