In the most shocking oversight, the Jammu and Kashmir government has made public names of hundreds of rape victims from across the state. In response to a query, the Home Ministry - that's directly under the Chief Minister's charge distributed a 90 page document that has details of all the rape victims in the state .The details include the names of the victims, their addresses and even the names of their parents.
