'No action by Pak to prosecute 26/11 perpetrators'

India's junior Foreign Minister Shashi Tharoor said that Pakistan has not taken any substantive measures in the Mumbai attack probe. Tharoor added that dialogue with Pakistan could take place only when they show that they are serious about the Mumbai attack probe.
