Ranjan Mathai to be next foreign secretary

India's ambassador to France, Ranjan Mathai, will succeed Nirupama Rao as the new foreign secretary on August 1. Mathai, 59, who will have a full two-year term, would face major challenges in shaping the uncertain Indo-Pak and Indo-Sino ties.
