Varghese K George speaks on delay in second swearing-in

The swearing-in of the second lot of ministers in Prime Minister Manmohan Singh's team has been postponed and is unlikely to take place before Thursday, sources in the PMO said on Tuesday. The delay in the cabinet expansion is due to indecision over allocation of portfolios, Varghese K George comments.
