Visakhapatnam: death toll mounts to four

The death toll in the explosion at a refinery plant of 'Hindustan Petroleum Corporation Limited' (HPCL), in Visakhapatnam rose to four on Saturday (August 24), even as 39 others were being treated for severe burn injuries.
