Congress Vice-President Rahul Gandhi on Monday hit out at the BJP-led NDA Government for practicing the 'art of hooliganism.' While addressing reporters in the capital, he said Prime Minister Narendra Modi had insulted Kerala Chief Minister Oommen Chandy by preventing him from attending a function in the state today. He also pointed out the poor law and order situation in Punjab that he says is completly out of line. Gandhi also raised his voice against the RSS for preventing his entry to a temple in Assam.
