Bhutto to defy emergency

Pakistan President Pervez Musharraf said early on Sunday he imposed emergency rule to help complete the transition from military to civilian-led democracy, and appealed to the international community to understand. Meanwhile, Benazir Bhutto arrived in Pakistan on Saturday and said she planned to discuss with other political leaders a strategy for reversing Musharraf's decision to suspend the constitution.
