As per his wish, wife donated his eyes to the Eye Donation Society. A 1967-batch IAS officer, Lal was known as a selfless and straightforward civil servant. He served as deputy commissioner, Rohtak; chief administrator, Haryana State Agriculture Marketing Board; MD, HAFED; secretary, Health and Town & Country Planning. He was also appointed as chairman of Haryana State Pollution Control Board during the HVP-BJP rule under former chief minister Bansi Lal.

Lal's colleagues say much of the landscaping in Panchkula and the cactus garden in Panchkula's Sector 5 were his contributions. His mortal remains will be consigned to flames on June 17 at Manimajra crematorium at 4 pm.
