The Delhi High Court on Wednesday asked the Home Ministry to increase the number of police control room (PCR) vans in the Capital from the present 617 to ensure the safety of women.

The court also directed the city police to intensify the crackdown against all vehicles with tinted glass, black films and curtains.

A bench of Chief Justice D Murugesan and justice VK Jain said, "It is noted that a PCR van moves only when they are called by someone distressed. Otherwise they remain at the base stations. Let there be regular patrolling of all areas. Their overall functioning and command need to be streamlined."

The bench called for "a complete revamp" of the functioning of the PCR vans and its command. The role of PCR vans had come under the scanner after the statement of the rape victim's male friend.

"Despite three PCR vans stationed on the route, the bus in which the rape was being committed moved around for 40 minutes. Had the police been more vigilant, the incident could have been avoided," the judges said.
