The incident took place around 10 am on Thursday morning when Dubey was waiting outside the RTO to meet an official. “Dubey was due to meet an RTO official and was sitting on his bike outside the main gate and waiting for the office to open,” said a senior police officer. According to police, minutes after Dubey parked his bike outside the RTO, Sanjeev Jha (25), a taxi driver by profession, allegedly crashed his Innova into Dubey’s stationary motorcycle.

“Jha was apparently overspeeding and failed to manoeuvre his car when he spotted Dubey in his way. He couldn’t brake on time and ended up ramming his car into Dubey’s bike from behind, toppled him on the road and ran him over,” said the police officer.

According to police, Dubey was rushed to a nearby hospital where he was pronounced dead on arrival.

Jha, was apparently on his way to the RTO to apply for a driver’s licence. According to police, Jha had been driving a taxi for a south Delhi-based operator for some time. “Since he did not have a valid licence, he had come to the RTO to sit for a driving test for a learner’s licence,” said the officer.

“Jha hails from Bihar and had recently migrated to Delhi. He was living in the Rangpuri area near Mahipalpur in south Delhi,” the police officer said.

Jha has been arrested and a case of rash driving and one of death due to negligence has registered against him.

These sections invite a maximum of two years’ imprisonment and a fine of Rs 1,000 or both. Jha’s alcohol test proved to be negative.
