Besides DDA vice-chairman AK Nigam, the report has been submitted to Union Urban Development Minister Jaipal Reddy and Lieutenant Governor of Delhi Tejendra Khanna.

Even though the Economic Offences Wing (EOW) of Delhi Police is yet to receive the report, the internal enquiry report said there was no “irregularity in the process of draw.”

The EOW sent the software used during the draw of lots to Hyderabad to examine whether the draw was rigged or not. Police would also examine the “internal report” of the agency and make it a part of their investigations.

The mobile phone records of ML Gautam, a retired DDA clerk who was arrested in the scam had revealed that he was in touch with several DDA officials. Gautam was running an office from Milansar Apartments in west Delhi that had been rented to him by a current DDA official. Police did not find any rent agreement between the two.

“If we get the report we would definitely examine it and would make it a part of our investigations. So far we are conducting an independent enquiry into the case,” said a senior police officer.

On Friday, the EOW sent a letter to the Central Forensic Sciences Laboratory (CFSL) Hyderabad to expedite the examination of the software used by the DDA during the draw of lots on December 16. The EOW had seized the software and the server of the computer and sent it to CFSL to ascertain whether the draw was rigged or not.
