Two persons alleged to be heading a Manipur-based militant outfit involved in several extortion and murder cases were arrested from northwest Delhi's Azadpur on Wednesday. "The two belong to the Kangleipak Communist Party (KCP) and were in Delhi to escape the wrath of other insurgent groups," said Alok Kumar, Deputy Commissioner of Police, Special Cell.

The KCP is among the many organisations spreading insurgency in Manipur. The two were reportedly hiding in Azadpur Mandi and near North Delhi's Majnu Ka Tila. The first person was identified as the outfit's self-styled chairman Mangol, 33, and is a resident of Imphal West-I, said a Special Cell officer. The other person is Oinam Suranjoy Singh of Bishanpur district, who claims to be the outfit's vice-chairman, said the officer.

The KCP is known for mobilising its cadres to spread terror in Manipur and extort money from businessmen, contractors, private companies, buses and other commercial vehicles plying on National Highway 53 that connects Imphal and Silchar, the police said.
