Two IAS, 27 IPS officers transferred

THE STATE Government on Friday transferred two IAS and 27 IPS officers, including Lucknow SSP Ashutosh Pandey. He has been made SSP of Varanasi.

THE STATE Government on Friday transferred two IAS and 27 IPS officers, including Lucknow SSP Ashutosh Pandey. He has been made SSP of Varanasi.

Pandey replaces GK Goswami who has been posted as Lucknow SSP.

Secretary (Vigilance Establishment) Raveendra Nath Tripathi has been made secretary (Revenue Board) of Lucknow. Secretary (Minor Irrigation) Sudhir Garg has been made secretary of Industrial Development Department. The IG (Law and Order) Arun Kumar Gupta has been made IG Lucknow zone and IG (Telecom) KK Saxena has been made IG (Housing and Welfare), police headquarters, Allahabad. The IG (Fire Services) Uttar Pradesh Har Amol Singh has been made DG (CID Crime Branch) Lucknow.

He has replaced JS Ghungesh who has been made DG (Prosecution) Lucknow. Ghungesh replaces DG (Prosecution) SK Rizvi who has been put on the waiting list. IG (Prosecution) Subrat Tripathi goes as IG (Allahabad zone). He replaced Ambrish Chandra Sharma who has been made IG (Varanasi).

The DIG (Security Headquarters) Shailendra Pratap Singh has been made DIG (Meerut range). He replaced RK Vishwakarma who has been made DIG (Varanasi).  DIG (Varanasi) Ram Narain Yadav has been  has been shifted as DIG (Jhansi range). He replaced VK Agarwal who was shifted as DIG (Security Headquarters) Lucknow.

The DIG PAC (Moradabad Sector) Prabhat Kumar has been sent as DIG (Chitrakoot range). He replaces Chandrika Rai who has been posted as DIG (PTS Meerut). SSP Gorakhpur Deepak Juneja has been sent as SSP Agra. The SP (Training and Security) PK Srivastava has been made SSP of Jhansi. The SP (EOW) N Ravindar has been made SP (Chitrakoot). The Commandant 20th battalion of PAC Azamgarh Prakash Tripathi  has been sent SP Balrampur. The Commandant of the 34th battalion PAC Kanpur Raja Srivastava was sent new SSP of Gorakhpur.

The Commandant 33rd battalion of PAC Jhansi BR Meena has been SP (EOW) Meerut. The transfer order of SSP Azamgarh Naveen Arora as vice-principal PTC Moradabad has been cancelled.

SP human rights cell Abhimanyu Tripathi has been posted as SP Rae Bareli.

The SSP Agra Rajiv Krishna has been made SP Human Rights and the SP Chitrakoot Shuchi Ghildyal was posted as SP (EOW) Lucknow. Akhileswar Ram Mishra, who was on the waiting list, has been made Commandant of the 33rd battalion PAC Jhansi. He has replaced KSP Kumar who has been posted as SP (PTS), Gorakhpur.

SSP proves a shrewd strategist

FINALLY, DGP Bua Singh pushed SSP Ashutosh Pandey out of the Capital. However, it was presumably not without a deal as Pandey succeeded in getting equally important city Varanasi. The delay in departure was also attributed to “non-availability of good officer”.

The DGP was not at all happy with the performance of the SSP as the city policing was virtually in a mess. Bua Singh had to roam around in the city to shake up cops from hibernation. During the last review meeting, additional director-general (law and order) Padman Singh had issued stern warning to the city police to pull up socks or face the music.

Singh had expressed resentment over prevailing apathetic attitude of the city cops. He had asked them for attitudinal change. But there was no improvement.

“The DGP’s job is not visit city squares,” said an ADG. The situation, however, took a turn for the worse for the SSP when much against the whishes of the DGP, Pandey appointed JP Yadav as inspector Qaisarbagh, who was shunted to the police lines following slackness in his work. The SSP’s move was just taken as a challenge to the authority of the DGP. The inspector was then shifted to Rae Bareli. But it had further left a trail of bitterness between the DGP and the SSP.

Following Pahari’s death in a “staged encounter”, as a senior police officer put, “the SSP got some breathing space.” However, it could not last long. A group of senior officers at the DGP headquarters had been working overtime to dump him to some other place. But they never expected that Pandey would succeed in crowning himself with the SSP Varanasi post. He has thus proved himself a master strategist. It was apparently not the post the DGP wanted for him.
